IMO the development process is really improved by using importmap overrides approach.

I know they don't encourage that but I would use module federation for shared libraries and systemJS for micro frontend bundles.

Or like you said, this is just an url in the index.html so maybe a proxy/chrome extension could reproduce the overrides on specific js files...
